Bag the small pieces and contain the glass

All garbage is bagged inside the cart, carts are not overfilled and no extra bags are left on the ground. In the trash pile, all leaves and small items have to be bagged, and loose glass is only collected when it is broken into small pieces and placed inside a box that is taped shut.
