The district's own instruction to a household that cannot use the program is to call a contracted hauler.

City cost & eligibility
The district publishes no construction or demolition collection and no rate for one, because the large item program refuses that material. A private hauler or container company quotes its own price, which has to be arranged before the work starts.

No item may exceed 8 by 4 feet or 150 pounds, which the district describes as the limit of what two people can lift, and asphalt, building materials, car bodies, chemicals and hazardous waste, concrete, sand or sandbags, soil and tires are all refused. Glass is accepted only when tape is applied in a star shape so it does not break, and yard debris has to be contained and limited to one cubic yard.

The district's household programs are collection based rather than drop-off based. A CMSD solid waste customer books a large item pickup for a couch, a mattress, an appliance, scrap metal, glass, clothing or a small amount of contained yard debris, with three complimentary pickups a year and ten items at each one, none larger than 8 by 4 feet or heavier than 150 pounds, scheduled through CR&R at (949) 646-4617. Household hazardous waste, which for this program includes televisions, computers, printers, cell phones, stereos, scanners and other small appliances along with paints, chemicals, batteries, bulbs and sharps, is collected free at the front of the house up to three times a year with a maximum of 15 gallons or 125 pounds per pickup. Construction material, concrete, asphalt, soil, sand and tires have no district route at all: the large item program refuses them outright and the district tells a household in that position to call a contracted hauler. An address that is not a district solid waste customer, including a property served by dumpsters, cannot use either pickup program and is pointed to the four Orange County household hazardous waste collection facilities.
