Project debris does not go on a bulky item pickup. The city's construction and demolition program requires a diversion plan and sends the material through a franchised roll off container or a documented self haul facility.

City cost & eligibility
The city sets no published price for project debris. A roll off container is rented from the franchised hauler with construction and demolition recycling rates quoted on request, and a self hauled load is charged the transfer station's tonnage rate with an added construction and demolition rate, so ask for both figures before ordering.
When & how
Submit Form 1, the waste management plan, for approval before the building permit is issued, keep the recycling receipts and weight tags, and file Form 2, the final report, before final inspection. Approvals go through Ventura Online Permits Services, and the coordinator is at 805-652-4525 or CDFORMS@cityofventura.ca.gov. Order the container before the project starts generating debris.
Get it ready
Covered work has to divert at least 65 percent of its construction and demolition waste from landfill, and the requirement reaches new permitted construction, permitted demolition and residential additions or alterations that increase conditioned area, volume or size, plus non residential additions and alterations. Onsite collection has to use the city's franchise hauler at 805-647-1414, and self hauling is limited to a licensed contractor using its own employees and equipment as an incidental part of the job. Segregate concrete, asphalt, rock, brick, dirt and sand before hauling, and confirm with the receiving facility that it can document the diversion rate.

A 3 yard bin holds up to 700 pounds and is built for home, garage and yard cleanup; a 10 yard roll off is designed for concrete and wash out, dirt, asphalt, sod and heavy material; and the 25 and 40 yard roll offs are designed for construction, roofing, land clearing, demolition, weed abatement and household furniture and appliances. Every roll off has a 10 ton maximum weight limit, so keep the load under that and segregate materials before they leave the site.

A Ventura household hauls material to Gold Coast Recycling and Transfer Station at 5275 Colt St. at Sperry Avenue, which is the self haul station for the city. It is open weekdays from 5 a.m. to 7 p.m. and Saturday from 5 a.m. to 5 p.m., and it is closed Sunday. A load of half a ton or less is charged the published minimum, a heavier load is charged by the ton, and a load the customer identifies as construction and demolition is charged an added per ton rate. A sealed unit with refrigerant adds a Freon extraction charge, lamps, ballasts and dry cell batteries carry their own charges, and tires are charged by size. Electronic equipment is free for a resident with a Ventura address, one mattress and box spring set a year is free, and antifreeze, batteries, motor oil and filters and latex paint are free for residential customers of the hauler. The station sorts what it can for recycling and refuses hazardous waste, medical waste, oily waste, solvent solid waste, chemical toilet waste, radioactive waste, dead animals, pesticides and tennis shoes, and household hazardous waste goes to the city's monthly appointment only collection event instead. Self hauled construction and demolition loads, heavy material and hard to handle material are accepted from residents and contractors, and the station sorts what it can before transfer.

The customer has to identify the load as construction and demolition to be charged the construction and demolition rate, and the receiving receipt is needed at the time of the dump for a project waste management plan. Keep segregated loads separated so the material reaches the right area, and remember that any other material in the same vehicle is weighed and charged with the load.

Gold Coast Recycling is open weekdays from 5 a.m. to 7 p.m. and Saturday from 5 a.m. to 5 p.m., and it is closed Sunday. The recycle buy back center is open Monday through Saturday from 7 a.m. to 3:30 p.m. Phone 805-642-9236, and call before a Saturday trip because the city page and the hauler page publish different Saturday closing times.

From $37.84 for a self hauled construction load of half a ton or less at the scale house. A construction and demolition load is charged 93.18 per ton, which is the 73.18 per ton normal refuse rate plus the 20.00 per ton construction and demolition rate, with the minimum for half a ton or less applying to a light load. Ask for the receipt at the time of the dump because a covered project has to file its weight tags with the city.

Does a holiday change my collection day?

What happens at the monthly household hazardous waste event?

The events run on the third Saturday of each month except December, from 9 a.m. to 2 p.m., at Gold Coast Recycling on Colt Street. An appointment is required through 805-652-4525, the events are for City of Ventura residents only, and each visit is limited to 15 gallons or 125 pounds of material.
