The city code limits what can sit outside on a residential property

Evans Municipal Code section 8.24.060 requires all trash to be contained in approved receptacles. Residential property may not store outdoors anything not customarily stored outdoors in a residential neighborhood where it is visible from a public street, sidewalk, alley or neighboring ground level, and the code names construction materials, tires, household appliances and upholstered furniture intended for indoor use. Construction materials may stay out only for up to 60 days under a building permit or 30 days without one.
