Every residential vehicle at the Crescent Street transfer station needs a valid City of Norwalk Residential Disposal Pass, and a residential pickup truck, SUV, cargo van or towing trailer also needs a Residential Disposal Permit issued at the station, with the vehicle brought in empty and half a tank of gas so it can be weighed. A resident car disposes of municipal solid waste free and a residential pickup or trailer gets one ton free, while commercial vehicles pay by the ton and an unregistered vehicle pays a minimum, all by credit or debit card only.

Norwalk handles most of this itself. Two bulky collections a year of one cubic yard each cover furniture, mattresses, rolled rugs, metal items, metal appliances and large plastic goods for households in the 4th Taxing District that receive city garbage collection, and the city recycles mattresses and box springs free at three Saturday events at the Public Works Center. The Crescent Street transfer station takes bulky items, wood, recycling, electronics and Freon appliances from residents who hold a disposal pass, with a resident car disposing of municipal solid waste free and a residential pickup or trailer getting one ton free, while Freon appliances, tires, propane tanks, antifreeze and lithium batteries carry fees. What neither route takes has its own end: construction and demolition material is refused at both, so a project needs a private hauler, and household chemicals, paints, fuels and fluorescent bulbs go to the city's free hazardous waste day on August 15 or to one of the five regional days in Westport, Greenwich, Darien, Stamford and New Canaan.
