The local disposal guide
University City collects its own waste. The Sanitation Department owns and runs a transfer station and its own refuse and recycling trucks, and every household has a black trash cart and a blue recycling cart or a city dumpster, with nothing collected if it is left outside the container. Large items do not ride the weekly truck. They go out during one of two bulk weeks a year, in the spring and again in the autumn, organised by whether the address sits in the west, central or east area, and city staff collect only from the front kerb, never from an alley. A household may set out no more than three large items or seven smaller ones, everything out by Sunday night of its assigned week, with glass wrapped in cardboard and the freon removed from any refrigerator or air conditioner. Televisions and computers are refused at bulk collection, and the city runs separate electronics events instead. Leaves get their own programme, three weeks in the spring and six in the autumn, when they can simply be raked to the kerb line, while other yard waste goes out in biodegradable bags on the regular collection day now that the yard waste sticker has been abolished.

The handoff matters
Every University City household has one black trash cart and one blue recycling cart, or access to a city issued dumpster, and household trash or recycling has to be inside the designated container because nothing placed outside it will be collected. Carts go curbside by 6:30am on the collection day or after 4 pm the day before and come back in by 9:00pm that day, the capacity is 200 pounds, and the cart has to be no more than four feet from the kerb with no obstruction such as another cart, a parked car, a street light or a tree within four feet. An overloaded cart may be left unemptied and can draw a ticket. Appliances including microwaves and freon units, televisions, computers, hazardous material, tires, construction debris, batteries, liquid waste, fluorescent bulbs, heavy rigid metal and motor oil are all on the list of things that cannot go in the trash cart.
