Construction material is outside the city collection. The cart guide lists construction remodeling or demolition trash among the things that may not go in the cart, and the ordinance on excessive quantities expressly leaves construction debris out of the definition of waste the city may collect.

City cost & eligibility
There is no city route and therefore no city rate for construction debris. Because Section 979.05 excludes construction debris from the waste it regulates, even the excessive quantity service charge does not apply to it, so the material has to be handled privately by the household or the contractor.
When & how
Arrange private removal before the work starts, because the material cannot go in the cart, cannot go out as heavy trash, and is not part of the excessive quantity service the city charges for.
Get it ready
Keep remodeling and demolition material separate from the household load, keep it out of the cart, and do not mix it into a heavy trash set, because the city's only published route for bulky material is furniture and heavy appliances next to the cart.

Youngstown households can self haul to the Green Youngstown office at 9 West Front Street, where the curbside recycling bins are free and where the year round electronics recycling drop-off is arranged through the Mahoning County Green Team. Electronics recycling requires registration before arrival, serves households only, charges the published fee for every television and monitor and accepts all other electronic items free of charge, and the office is open Monday through Friday from 8 a.m. to 4 p.m. on (330) 744-7526. Corrugated cardboard, which the curbside bin does not take, goes to one of the county Green Team drop-off centres. Tires are a different route entirely: they are barred from the trash cart and have to go to a regulated and licensed facility, with the current list of licensed haulers and disposal sites available from the Ohio EPA at (330) 963-1200.
