Norfolk lists no per item price for a scheduled bulk or special collection on the pages read here and says charges may apply when a collection passes the three cubic yard limit, so call Norfolk Cares at (757) 664-6510 and confirm the terms before the item goes out.
Arrange it
Request the pickup on the MyNorfolk app or the MyNorfolk portal, by email, or by calling Norfolk Cares at (757) 664-6510 by 3 p.m. the day before the collection day, then set the items out after 5 p.m. the day before and no later than 7 a.m. on the normal trash day.

Bulk collections are capped at twelve a year and three cubic yards per collection, hazardous or dangerous items are prohibited, construction and demolition material is never collected, and the refuse disposal rate sits on the monthly public service bill rather than in a per item price. The four units or less figure the city publishes applies to curbside recycling eligibility rather than to bulk pickup, so a larger building should confirm its collection channel on (757) 664-6510.

Norfolk households use the city collection for trash, recycling and yard waste, with recycling picked up every other week on the trash day and yard waste limited to twenty clear bags or twenty tied bundles per collection. Anything larger is scheduled: residents request a bulk or special pickup on the MyNorfolk app or portal, by email, or through Norfolk Cares at (757) 664-6510 by 3 p.m. the day before, the city caps bulk waste at twelve collections a year and three cubic yards at a time, and charges may apply above that size. Electronics, lithium batteries and household hazardous waste are not collected at the curb and go to the SPSA Norfolk Transfer Station at 3136 Woodland Avenue on Tuesdays and Saturdays from noon to 4 p.m., where electronics are free for residents, the limit is five items per visit and proof of Norfolk residency is required. Two special waste collection events a year take the same material free, construction and demolition material has to go to a private contractor, and tires are limited to four per collection day and twelve a year.
