The City publishes no itemized definition, and Cinder Lake's schedule treats any remodel or contractor load as C&D — drywall, lumber, framing scraps, concrete chunks, brick, rebar, roofing tear-off, flooring tear-out (tile, vinyl, carpet with tack strip), siding, windows, plumbing fixtures, and cabinetry all get applied at the gate (per City of Flagstaff / Fee Schedules). The 50-lb threshold compounds the problem — a single bag of concrete chunks or a short rebar bundle clears 50 lb on its own and routes to Cinder Lake at the resident's cost.
