Carts go to street level with the wheels against the curb and out of the way of traffic, with at least two feet between carts and three feet from obstructions, and everything out by 6 a.m. on the service day or the night before. Paint, oil, chemicals, batteries and bulbs go to a North County household hazardous waste facility: the City of Vista site at 1145 East Taylor Street or the City of Poway site at 12325 Crosthwaite Circle, both free to Encinitas residents with proof of residency on Saturdays from 9 a.m. to 3 p.m. and neither requiring an appointment. Universal waste, electronic waste, batteries and sharps also drop free at an EDCO buyback center during operating hours, with sharps required in a rigid sealed container and loose sharps refused, and items too large for the blue recycling cart are taken free at the same buyback centers. Loose sharps are refused: sharps must arrive in an approved container or a rigid, puncture resistant, tightly sealed container such as a bleach bottle, a liquid detergent bottle or a coffee can with a lid, and never in paper or plastic bags, glass, cardboard, coated paper, a CRV plastic bottle or a milk jug. Only the five battery sizes listed are taken, operating hours are not published on these pages, and the drop-off runs during operating hours only.
