Household garbage stays inside the 95 gallon cart

Bag the household waste, close the lid to within 6 inches of the top, and leave nothing beside the cart, because bagged items and loose items outside the cart are not collected. Put carts out the night before or by 5 a.m., within 3 feet of the curb and clear of vehicles, mailboxes, hydrants, poles and fences, with the handle facing the house and the lid opening facing the street.
