Upper Arlington buys one collection programme for the whole city. Local Waste Services runs trash, recycling, yard waste and bulk items under a single annual fee billed twice a year on the utility account, and the fee is all inclusive, so a couch or a mattress does not carry a separate sticker or appointment. Most bulk items ride the regular collection day from one of four collection zones, with upholstered pieces wrapped in plastic and carpet cut and rolled, while a refrigerator or an extra large specialty item has to be scheduled with the hauler. Yard waste has its own weekly rules on the same day and a separate autumn leaf programme, and cardboard goes in the blue cart flattened.

Leaf piles behind the curb, clear of the street

During the autumn leaf programme, leaves go on the grass behind the curb and no more than two feet behind it, never in the gutter or on the street, and nothing else goes in the pile. Keep leaves away from sign posts, light poles, trees and mailboxes, wait until about a week before the programme starts, and stop raking to the curb a week before it ends.

Flatten the boxes and keep the cart loose

Upper Arlington runs almost everything through the one hauler, so self haul matters in two places. Yard waste that the curbside rules cannot take, and dirt or mulch that is not yard waste at all, can go to the Ohio Mulch Regional Composting Facility at 4120 Roberts Road in Columbus, where residents show proof of residency and drop accepted material free of charge, with dirt and mulch handled separately. Electronic waste with a cord or a battery, which the city names as computers, cell phones, iPods, tablets, stereos, printers and other home electronics, plus all single use household batteries from AA and AAA to 9 volt, C, D, button and lithium primary cells and rechargeable Ni-CD, Ni-Zn and Li-Ion batteries.

Televisions and CRT monitors are not accepted at either drop off and go to a local e-waste recycler such as the ones on the Solid Waste Authority of Central Ohio list. Batteries are accepted at the Roberts Road site only and not at the library branch, and a damaged battery has to be individually bagged in a clear plastic bag.
