A Casper household with furniture, a mattress, an appliance or household material that will not fit the container, and a vehicle or trailer to move it.

Cost & conditions
No charge. The pass comes with the City of Casper utility account, so one covered load costs nothing extra at the gate. Households started with 13 passes from October 1, 2025 and then receive one a month, each expiring a year after the invoice date unless the property is sold, and a load longer than 10 feet needs two or more passes.
Arrange it
Secure the load, drive to 1886 Station Rd, and check in with the photo identification that matches the utility account during the Monday through Saturday window.

Tires, refrigerators and freezers are not pass eligible, an unsecured load is assessed fees, passes cannot be transferred between accounts, and the pass is only for City of Casper residential ratepayers rather than businesses, flippers or property managers.

Self hauling in Casper runs on the solid waste facility pass that comes with the monthly utility bill. Household loads need a solid waste facility pass tied to the City of Casper utility account and a matching government issued photo identification, passes cannot be transferred and businesses, flippers and property managers are excluded. Tires, refrigerators and freezers are not pass eligible, every load has to be secured or it is assessed fees, commercial and infectious waste, PCBs, oil filled transformers and capacitors, explosives and unstable chemicals are refused, and during the summer extended hours the landfill and baler building are closed with household trash moved to the construction dropoff area that does not allow trailers.
