Households at a property with a single-family residential unit that pay the annual residential solid waste fee. The fee has to be paid before collection, after the load is set out and inspected.

The paid schedule covers bulky household material rather than construction or hazardous material, and the fee is charged by volume, so the pile has to be measured before the price is fixed.
