Get the permit before the first Transfer Station trip
The annual residential Recycling Permit is free, but it is issued in person at the Sanitation Office window and requires proof of Manchester residency with two documents, one of which must be a photo ID. Property owners who do not live in Manchester are not eligible and pay commercial rates.
Only passenger vehicles, residential pickup trucks without a logo and small single-axle trailers are allowed at the Transfer Station. Commercial vehicles, box trucks, rented box trucks and multi-axle trailers have to use the commercial scale and commercial rates on weekdays.

Manchester gives residents a real drop-off route instead of a contractor phone call. The Sanitation Transfer Station on Olcott Street takes mattresses, appliances, electronics, textiles, scrap metal and yard waste free with a current Recycling Permit Card, and charges a punch card only for bagged trash, bulky household trash, furniture, construction and demolition material, brush and stumps. The permit itself is free but has to be collected in person, and the site turns away commercial vehicles and multi axle trailers.
